+1. 从锁文件和 `pyproject.toml` 确定 uv、Poetry、PDM、Pipenv 或 pip。
+2. 优先使用项目脚本、任务入口和 CI 已执行命令。
+3. Ruff、mypy、pyright、Black 只有存在配置或依赖证据时才返回。
+4. Profile 不安装工具，也不把建议命令视为执行授权。
